The new deliberative body will synchronize the northern delivery schedules, the supplies of other cargo, andicebreaker
assistance in one of the most crucial segments of the Northern Sea Route
(NSR).
The decision was made with a view to
coordinating cargo traffic as part of systematic efforts to improve the
reliability and predictability of shipping. The decision to establish the HQs
for organizing shipping to the Pevek seaport was prompted by the intensifying activity
in the NSR - in 2026, cargo traffic has been continuously demonstrating at
least a 10% increase compared to the last year's figures. The HQs has been
established under the leadership of the NSR General Administration FSBI, which
Rosatom has authorized to organize navigation and icebreaker assistance in the
NSR.
The HQs includes representatives from theNSR General Administration FSBI, AtomflotFSUE, the government of ChukotkaAutonomous Okrug, the Pevek SeaportAdministration, and key consignorsand shipowners. Their combined expertise
will help to make informed decisions in
real time. This approach will ensure prompt interdepartmental coordination of
schedules, balanced use of port capacity and prevention of supply disruptions
caused by any deviations from the schedule.
The Pevek seaport is the largest port in
Chukotka and a key port on the Northern Sea Route. With the approved master plan for the development of Pevek through 2035, which aims to transform Pevek into a major logistics hub, the port's workload is expected to increase. The newly established headquarters is to
ensure the coordinated work of all parties
involved in the transportation process. Another focus is on ensuring uninterrupted supplies of vital cargo, such as fuel,
food, and medicine, to Chukotkan settlements as part of the
Northern Delivery Program, synchronizing delivery schedules for materials and
equipment with the production programs of major facilities under construction
considering potential schedule changes due to ice conditions.
A consolidated cargo delivery
schedule is expected to be developed and approved by mid-May 2026. During the
summer-fall navigation period, the headquarters will monitor the actual
schedules against the planned ones on a weekly basis and promptly address any
issues that may arise in order to decide on compensatory measures for any
deviations from the schedule. In November, the results of the navigation season
will be reviewed and analyzed to draw conclusions and further improve the process.
The establishment of the headquarters is a next step in the ongoing efforts to further develop and enhance the efficiency of the Northern Sea Route. Thisnew coordination mechanism will make it possible to better meet the social needs of Arctic territories and the requirements of Russia's major industrial projects. This will also strengthen the leading position of the NSR on the global logistics market.
