A memorandum of
understanding was signed on September 25 in Moscow between the municipal
district of Zarechny (Sverdlovsk Region, Russia) and the city of Dunaföldvár
(Tolna County, Hungary) as part of the World Atomic Week (WAW 2025)
international forum.
The document was
signed by Andrey Zakharchev, head of Zarechny, and Zsolt Horváth, mayor of
Dunaföldvár.
The memorandum lays
the foundation for the development of multifaceted cooperation between the
cities and the establishment of mutually beneficial ties in the scientific,
technical, trade, economic, humanitarian and cultural spheres. A distinctive
feature of the future partnership will be the exchange of experience in the
interaction between local government bodies and nuclear power plants located in
their territories. To implement the agreements, the parties plan to organize
official visits and working meetings, hold joint conferences, seminars and
exhibitions.
“The signing of the memorandum marks a new chapter in Zarechny’s international relations. This alliance opens up new opportunities for our residents, businesses and cultural institutions. We will be working hard to fill our relationship with specific projects and long-term programs that will benefit both cities,” stressed Andrey Zakharchev, head of the Zarechny municipal district.

The memorandum signed today is more than just a document; it opens the door for our cities to collaborate on educational, cultural, and business projects for the benefit of our residents. I'm certain this will be a productive and lasting partnership,” remarked Zsolt Horváth, Mayor of Dunaföldvár.
The Foundation for Assistance to the Development of Municipal Formations
“Association of NPP Location Territories” (ATR AES Foundation) was created in
2013 to bring Rosenergoatom and local municipal governments together to address
socio-economic and infrastructural development. It also works to implement
federal and regional programs aimed at establishing a high standard of
well-being and a comfortable living environment.
Dunaföldvár is a
town in central Hungary (Tolna County), near the Paks Nuclear Power Plant. Its
population is around 9,000. The town was first mentioned in 1543.
