On June 23, 2025, in Moscow, during the official visit of Assimi Goïta, President of the Transition Period of the Republic of Mali, the Governments of Russia and Mali signed an intergovernmental agreement on cooperation in the peaceful use of atomic energy. The agreement was signed by Alexey Likhachev, Director General of the State Atomic Energy Corporation Rosatom, and Boubacar Diané, Mali’s Minister of Energy and Water Resources.
The agreement provides a comprehensive legal framework for cooperation between Russia and Mali across multiple areas related to the peaceful use of atomic energy. It includes support for establishing and enhancing Mali’s nuclear infrastructure in line with international standards; regulation of nuclear and radiation safety; production and application of radioisotopes in industry, medicine, and agriculture; collaboration in radiation technologies and nuclear medicine; as well as education, training, and professional development of specialists in the nuclear sector.
“Signing this agreement marks a significant milestone in the strategic partnership between Russia and Mali. We are proud to offer our expertise and technologies to support sustainable growth in Mali’s energy and scientific fields. Our joint efforts in peaceful atomic energy open up wide-ranging opportunities for both countries and help strengthen friendship and mutual trust,” said Alexey Likhachev, Director General of Rosatom.
This agreement builds upon the Roadmap for Russian-Malian Cooperation, signed between Rosatom and Mali’s Ministry of Energy and Water Resources on March 25, 2024, during the XIII International Forum ATOMEXPO in Sochi.
October 13, 2023 – On the sidelines of the VI Russian Energy Week Forum, Rosatom and Mali’s Ministry of Energy and Water Resources signed a Memorandum of Understanding on cooperation in the peaceful use of atomic energy.
March 25, 2024 – At the XIII International Forum ATOMEXPO-2024, Russia and Mali signed a roadmap to enhance dialogue and cooperation in peaceful atomic energy. The document was signed by Alexey Likhachev and Bintou Camara, Mali’s Minister of Energy and Water Resources.
July 3, 2024 – A Rosatom delegation led by Deputy Director General for International Activities Nikolay Spassky visited Mali. During the visit, three memorandums were signed: one with Minister Bintou Camara on developing nuclear infrastructure and fostering positive public engagement; another with Minister Bourema Kansaye of Higher Education and Scientific Research on cooperation in training nuclear industry specialists.
