26, Moscow – Rosatom Energy International JSC (REIN JSC, part of Rosatom State
Corporation) and Vietnam’s Power Engineering Consulting Joint Stock Company 2
(PECC2) have signed a memorandum of understanding at the World Atomic Week
forum in Moscow. The document lays a foundation for the cooperation of the
parties within the Ninh Thuận 1 NPP project in the Socialist Republic.
From
the Russian side, the memorandum was signed by Anton Dedusenko, CEO of REIN
JSC, from the Vietnamese side – by Nguyen Chon Hung, Chairman of PECC2.
The
document aims to join the efforts of both parties to upd ate the feasibility
study and site profile for Ninh Thuận 1 NPP, the first nuclear power plant in
Vietnam. It also provides for deeper cooperation in the development of grid
infrastructure and logistics, training of specialists and other fields.
The new arrangements build on the parties’ initiative to relaunch the project for the construction of the first NPP in Vietnam, which received a new impulse this January after the visit of the Russian Prime Minister Mikhail Mishustin to Vietnam and the signing of the memorandum of understanding between Rosatom Energy Projects JSС (part of Rosatom State Corporation) and Vietnam Electricity (EVN) to develop cooperation in the field of nuclear energy. Later in May, Rosatom Director General Alexey Likhachev and Minister of Science and Technology of Vietnam Nguyen Manh Hung signed an interdepartmental roadmap for the development of nuclear technologies for the period up to 2030.
PECC2
is a subsidiary of Vietnam Electricity (EVN) providing professional consulting
services to develop power generation projects in the country. In 2011–2015,
PECC2 took part in the elaboration of the initial feasibility study for the NPP
project.

Energy International JSC (REIN JSC) is a subsidiary of Rosatom State
Corporation that specializes in managing international projects for the
construction and operation of Russian-designed nuclear power plants (NPPs)
based on equity ownership in project companies.

construction project could become a key driver of the two countries’

se t of active and passive safety systems compliant all the latest international
safety standards. At present, this technology is already featured in six
operating NPP units, including four in Russia and two in Belarus. Further
VVER-1200 units are currently under construction in Russia, Bangladesh, China,
Egypt, Hungary and Türkiye.
The World Atomic Week International Forum, dedicated to the 80th anniversary of the Russian nuclear industry, is being held at Moscow VDNKh from 25 to 28 September 2025. The Forum organized by Rosatom, includes the exhibition of the achievements of the Russian nuclear industry and its partners. The business program features thematic tracks such as: "Affordable Clean Energy", "Industrial Innovations: Improving Production", "Ecology: Making the Planet Cleaner", "Advanced Medicine: Protecting Human Health", "Digital Breakthrough", "Mobility: Logistics Without Borders", "Comfortable Environment", and "Science and Education: Driver of Progress". The youth program (from 27 to 28 September) includes the scientific and educational marathon "Knowledge. Pioneers” organized by the Russian society Znaniye within the framework of the national project "Youth and Children". The Forum also includes the II Youth Festival "Composites Without Borders".
