On August 6, 2026, as part of the 8th Kyrgyz-Russian
Economic Forum (Bosteri Village, Issyk-Kul Region), NovaWind Kyrgyzstan LLC
(part of the Renewable Energy Division of Rosatom State Corporation) and the Russian-Kyrgyz Development Fund
(RKDF) signed an agreement to develop and implement an investment project for
building and operating a wind power plant in the Issyk-Kul Region of
Kyrgyzstan.
The document was signed by Dmitry Andreev, CEO of NovaWind Kyrgyzstan LLC, and Artem Novikov, Chairman of the RKDF Board.
“The Agreement is part of implementing the project to build Rosatom's first wind power plant in Kyrgyzstan. Rosatom acts as a developer of wind power projects: from design and construction to subsequent operations. I am confident that it is the support from financial institutions and a tailor-made financing model that shape the republic’s investment climate. This proves that Kyrgyzstan is becoming a point of attraction for major players, such as Rosatom, who are ready to invest in the construction of “green” energy facilities, from project development to operation,” Dmitry Andreev noted.
“The signing of the Agreement reflects the parties’ interest in implementing this investment project, which is of great importance to the Kyrgyz Republic. The Russian-Kyrgyz Development Fund considers the development of renewable energy to be a key area for strengthening the country’s energy stability, attracting investment, and expanding industrial cooperation between Kyrgyzstan and Russia,” Artem Novikov said.
The Rosatom’s Renewable Energy Division (managed by
Rosatom Renewable Energy, JSC) acts as an integrator of projects in the wind
power industry, efficiently solving the entire range of tasks, from designing
wind power plants (WPP) to their service maintenance. In Volgodonsk, the
Atommash plant organized the production of hubs, nacelles, generators and
cooling systems for 2.5 MW wind turbines. Currently, over 1,3 GW of wind power
capacity has been successfully commissioned, namely nine wind power plants in southern
Russia. By 2028, Rosatom plans to commission WFs with a total capacity of about
2 GW (including already commissioned capacity), which will enable the division
to become one of the leaders in the Russian renewable energy market.
In the Kyrgyz Republic, the project is implemented by NovaWind Kyrgyzstan, LLC, a legal entity registered in the country and established specially for renewable energy construction projects in the region (part of Rosatom’s Renewable Energy Division).
The Russian-Kyrgyz Development Fund was established and operates in accordance with the Agreement between the Governments of the Kyrgyz Republic and the Russian Federation “On the Russian-Kyrgyz Development Fund” dated November 24, 2014. The Development Fund is a key instrument for Kyrgyzstan’s integration into the Eurasian Economic Union The purpose of the Development Fund is to promote economic cooperation between Kyrgyzstan and Russia, to modernize and develop the Kyrgyz economy, and to make efficient use of the opportunities arising from the parties' engagement in the Eurasian economic integration.
