On 28 October 2026, on the sidelines of the third Russia–Africa Summit in Moscow, Rosatom State Corporation and the Ministry of Energy of the Togolese Republic signed a memorandum of understanding on cooperation in the peaceful uses of nuclear energy. The document was signed by Alexey Likhachev, Director General of Rosatom State Corporation, and Robert Koffi Messan Eklo, Minister Delegate for Energy of the Togolese Republic.

The memorandum provides for the establishment of specialised working groups to assess opportunities for implementing practical projects in nuclear power and non-power applications of nuclear technology. The working groups will also identify specific steps for the parties to take to develop human resource capacity in the peaceful uses of nuclear energy and foster positive public attitudes towards nuclear power in Togo.

“The signing of the memorandum opens a new chapter in relations between Rosatom and the Togolese Republic and lays the foundation for cooperation across a broad range of peaceful applications of nuclear technology. We are ready to offer our partners solutions in energy, healthcare and agriculture, as well as support for training specialists and developing nuclear infrastructure. One promising area could be the deployment of floating power units to provide reliable, low-carbon electricity . For Togo, nuclear technologies can become a powerful driver for socioeconomic development and improving people’s quality of life,” said Alexey Likhachev.
