Rosatom and Egypt’s Ministry of Electricity Sign Comprehensive Cooperation Program

Parties agree to deepen strategic partnership, expand cooperation, and launch joint initiatives in economy and science

The State Atomic Energy Corporation Rosatom and the Ministry of Electricity and Renewable Energy of the Arab Republic of Egypt have signed a Comprehensive Cooperation Program. The document was signed by Alexey Likhachev, Director General of Rosatom, and HDr. Mahmoud Esmat, Minister of Electricity and Renewable Energy of Egypt, in the presence of Dr. Mostafa Madbouly, Prime Minister of Egypt. The agreement sets out a framework for cooperation and opens new areas of joint work. The program is aimed at strengthening the strategic partnership between the two countries, promoting economic cooperation, and expanding collaboration between relevant organizations in Russia and Egypt. Particular emphasis is placed on knowledge exchange, scientific and technological collaboration, and the creation of a sustainable foundation for long-term partnership. The initiative seeks to create favorable conditions for launching promising joint projects and contributing to the integrated development of Egypt’s key economic sectors.

“Russia and Egypt are steadily strengthening their economic ties, creating infrastructure for the exchange of technological expertise and localization of production. These efforts will foster investment growth, job creation, and enhanced competitiveness. I am confident that the Comprehensive Cooperation Program will serve as a solid foundation for new initiatives and help fully unlock the potential of our bilateral cooperation,” — said Alexey Likhachev, Director General of Rosatom State Corporation.

The largest joint energy project between Russia and Egypt today is the El Dabaa Nuclear Power Plant — Egypt’s first nuclear power facility, currently under construction in the city of El Dabaa, Matrouh Governorate, on the Mediterranean coast about 300 km northwest of Cairo.

The plant will consist of four VVER-1200 Generation III+ units, each with a capacity of 1,200 MW. Rosatom will not only build the plant but also supply nuclear fuel throughout its operational lifetime, assist in personnel training, and provide operational and maintenance support during the first ten years of the plant’s operation. Under an additional agreement, Rosatom will construct a special storage facility and deliver containers for spent nuclear fuel.

Rosatom’s cooperation with Egypt, particularly under the El Dabaa project, aligns closely with the Egypt Vision 2030 National Sustainable Development Strategy, which aims to transform Egypt’s economy into a competitive, balanced, and diversified system — where nuclear energy plays a key role in achieving these goals. 

Rosatom also collaborates with Egypt in other areas, including the supply of low-enriched nuclear fuel components for the country’s second research reactor (ETRR-2).
