December 2025 – Negotiations took place in Moscow between a Russian delegation
led by Nikolay Spassky, Deputy Director General for International Relations at
the State Corporation “Rosatom”, and an Ethiopian delegation headed by Sandokan
Debebe, Chief Commissioner of the Ethiopian Nuclear Energy Commission.
The meeting was also attended by Aleksey Ferapontov, Deputy Head of the Federal Service for Environmental, Technological, and Nuclear Supervision (Rostekhnadzor), alongside heads of Rosatom's relevant divisions. The parties discussed a comprehensive range of issues related to the construction of a large-scale nuclear power plant in Ethiopia featuring Russian design. Following the talks, a visit to the Kalinin Nuclear Power Plant has been arranged for the Ethiopian delegation.
The project was publicly announced by Prime Minister of the Federal Democratic Republic of Ethiopia Abiy Ahmed in September 2025. The negotiations reaffirmed both sides' commitment to advancing joint work on the project. The visit to an operational Russian site is intended to provide detailed insights into technological solutions and operational practices. Collaboration on the project will continue.
