On August 14, at the 7th Kyrgyz-Russian Economic Forum in the Ysyk-Köl region, NovaWind Kyrgyzstan, LLC (part of Rosatom's Wind Power Division) and the Green Energy Fund under the Cabinet of Ministers of the Kyrgyz Republic signed a guaranteed power purchase agreement.

The document was signed by Dmitry Andreev, CEO of NovaWind Kyrgyzstan, LLC and Emilbek Orozbaev, Director of the Green Energy Fund of the Kyrgyz Republic.

"The agreement is part of implementing the project to build Rosatom's first wind farm in Kyrgyzstan. Rosatom is a developer of wind power projects: fr om design and construction to subsequent operations. I am certain that introduction of renewable energy sources will contribute to sustainable energy development in Kyrgyzstan, as well as job creation, opportunities for economic growth and infrastructure development. Power purchase guarantees from the Government of the Republic represented by the Fund create a favorable environment for attracting investment to the energy sector and facilitate the implementation of projects to build renewable energy sources in the country," noted Dmitry Andreev.

"The Fund was created for the purpose of developing renewable energy projects in the Kyrgyz Republic. Our country has sufficient solar and wind resources that need to be utilized for the benefit of Kyrgyzstan's residents. We provide all the necessary support to investors ready to implement such projects and are interested in fruitful and effective cooperation," said Emilbek Orozbaev.

The Russian-Kyrgyz Development Fund was established and operates in accordance with the Agreement between the Governments of the Kyrgyz Republic and the Russian Federation "On the Russian-Kyrgyz Development Fund" dated November 24, 2014. The Development Fund is an essential instrument in the integration process of the Kyrgyz Republic in the Eurasian Economic Union. The purpose of the Development Fund is facilitating economic cooperation between Kyrgyzstan and Russia, modernizing and developing the Kyrgyz economy, effectively using the opportunities arising from the parties' enagement in the Eurasian economic integration.

The Rosatom’s Wind Energy Division (managed by Rosatom Renewable Energy, JSC) acts as an integrator of projects in the wind power industry, effectively solving the entire range of tasks, from the design of wind farms (WF) to their service maintenance. In Volgodonsk, the Atommash plant organized the production of hubs, nacelles, generators and cooling systems for 2.5 MW wind turbines. The equipment is 68% Russian. In the near future, it is planned to increase this figure to 80-85%. Currently, over 1035 MW of wind power capacity have been successfully commissioned, namely nine wind farms in southern Russia. In total, Rosatom plans to commission wind power plants with a total capacity of over 2 GW by 2028 (taking into account already commissioned capacities), which will enable the division to become one of the leaders in the Russian RES market. rosatom-renewables.ru

Rosatom State Corporation together with the Kyrgyz Republic implements strategic energy projects. In January 2022, Rosatom and the Ministry of Energy of the Republic signed the Memorandum of Cooperation on the construction of small nuclear power plants based on the RITM-200N reactor unit. Also envisaged is the collaboration to improve the qualifications of scientific and technical staff. Rosatom takes an active part in implementing the project to build small hydropower plants in the Kyrgyz Republic: 5.9 MW Leilek HPP, 28 MW Jer-Üy HPP and 30 MW Chandalash HPP.

In 2023, a power purchase agreement was concluded regarding renewable energy facilities with a total capacity of 100 MW in the vicinity of Lake Ysyk-Köl in the Kyrgyz Republic, as well as a provisional power purchase agreement for renewable energy generated by facilities with a total capacity of 100 MW in other regions of the Republic. March 2024 saw the signing of an agreement on developing and implementing an investment project to build up to 1GW renewable energy facilities between Rosatom Renewable Energy and the Ministry of Energy of the Kyrgyz Republic. The subject of the agreement is developing and implementing an investment project to build up to 1 GW renewable energy facilities in the Kyrgyz Republic.

Since 2023, cooperation has been underway in the field of non-power nuclear applications in healthcare.
