On 29–30 June, Rosatom and Indonesia’s Nuclear Energy Regulatory Agency (BAPETEN) held a joint seminar in Jakarta, continuing a series of expert discussions on the regulatory framework for the potential deployment of Floating Nuclear Power Unit (FNPP) projects in Indonesia. The seminar brought together more than 60 participants, including representatives of the Ministry of Marine Affairs and Fisheries, the Ministry of Environment, the Ministry of Foreign Affairs, the Ministry of Energy and Mineral Resources, the Ministry of Transportation, the Ministry of National Development Planning, the National Research and Innovation Agency (BRIN), as well as other relevant government institutions and organizations.

“Our workshops have become an effective platform for open dialogue, bringing together representatives of the Russian nuclear industry and key Indonesian government institutions involved in the development of the country’s nuclear sector,” said Anna Belokoneva, Head of Rosatom’s Office in Indonesia.

“The continuation of this series of joint workshops between BAPETEN and Rosatom demonstrates the dynamic discussion on regulatory framework for FNPP. We highly appreciate the commitment of our Russian colleagues and welcome their sharing experience for regulatory framework which provide valuable input in developing Indonesia’s regulatory framework for the peaceful uses of nuclear energy, particularly for Floating Nuclear Power Plant. Learning from the experiences of other countries in preparing for the development of nuclear power plants (NPPs), including Floating Power Units (FPUs), is essential for ensuring the readiness of the national regulatory framework,” said Mr. Zainal Arifin, the Acting Chairman of BAPETEN.

Russia and Indonesia share a long-standing history of cooperation in the nuclear field. The year 2026 marks an important milestone – the 20th anniversary of the intergovernmental Agreement on the Cooperation in the Peaceful Uses of Atomic Energy. The Agreement was signed on December 1, 2006, and laid the foundation for bilateral cooperation between Russia and Indonesia in the nuclear industry.

Indonesia’s national energy plans (RUPTL and RUKN) include commissioning of nuclear generation facilities starting from 2032. Rosatom as the world leader in nuclear power plants construction proposes its most up-to-date nuclear energy technologies to Indonesia and is ready to cooperate with Indonesian partners to assist in achieving those energy plans.
